The cowl does not make the monk

A cowl is a long cloak with a hood that covers the head of the wearer. The proverb means that the wearing of such a garment does not turn a man into a monk; he may be a rascal disguised as a holy man, ‘a wolf in sheep’s clothing’. The moral is continued in another proverb, Never judge by appearances.
