What Voltaire means by this quote is that a man’s logical thinking cannot be evaluated by the answers he gives, there is a more complex process that includes making questions and asking them when the time is right, and in the right way. Knowledge does not come from the answer, it rather comes from the questions one raises that consequently leads to giving the right response. Intelligence can be better spotted this way.
